Kinda makes the whole concept of writing tickets for safety questionable, huh?
For example, we have "extra enforcement" programs here, that are funded by state or federal grant monies. One program might be to target child restraint and adult seatbelt usage, and the next might be targeting speed and alcohol. The Officers working these programs are on overtime, so they are making time and 1/2.
You have to be on an approved list (approval made by the Chain of Command) to work these activities. To maintain eligibility on the list, you have to show to be productive. In other words, don't come in and get paid time and 1/2, and then only write one ticket in a 4 hr shift. They expect productivity, which I can understand. Expecting somebody to write 2 tickets an hour is not unreasonable, and quite honestly is very easy to do.
I have to wonder if somebody has twisted an expected "standard" into a "Pay Incentive" for the purposes of dirty journalism. (and no, I am not referring to you Mike).

I can understand the whole productivity issue, but if people aren't breaking the law, then should we decrease our police force. That's kinda what that program is incenuating. I'm also not a firm beleiver that speeding citations really impact street safety.
