Looks very 1970's AMF, thinking off road related ie Aermacchi two strokes.

I agree. It looks like Harley designed it for the younger rider. The bike kinda looks like a Sprint and the style looks like a high school letterman's jacket.
It probably doesn't have much value, but it is a nice piece of Harley history.
Me personally would donate it to Wheels through Time museum. I'm sure it'd fit in with one of their displays.
