I've not had a quick release bracket break under load, nor have I seen a broken one. Be that Harley or aftermarket.

I have had/seen some of the locking hardware vibrate itself loose. That doesn't affect load capacity, but can affect retention on the bike. Thread locker is often your friend for this application.

All of them, especially the aftermarket types, require some adjusting and tuning in order to get them to work well. Both at locking on, and being willing to come back off.

Like others, I frequently overload my bags and racks. I'm a little cautious about weight loads far back and high on a rack. Far less so on the seats, the front of the rear rack, and the bags.

My TP is the Harley branded King. Not sure about others, but it came with a metal plate inside that has four threaded studs welded to it so all I have to do to remove it is undo the corresponding self-locking nuts from below. Easy five minute job. The plate I got with mine looks like the image below (HD #53000091) except the fiche shows loose bolts (go figure, find someone that has a small spot welder). I've tried Amazon el'cheapo Tour Paks which came with a basic rectangular plate, loose bolts and nuts, and with the rough--cast hinges and other issues I ended up returning it the next day (many others report good luck with them though).

The fixed mount, besides being less expensive overall, provides easy access to the two rear nuts (something the removable one did not). One thing I can guarantee you is that with the fixed mount, that bag isn't going anywhere! Even this mount pops off the mounts with four additional bolts and can be done with the saddle bags installed if you use long-stem Allen or Torx drivers (I forget which type it comes with).

I would argue that lack of retention (a.k.a. "it fell off and tumbled down the road"), is by definition a complete failure. This is exactly what mine was about to do had my buddy not warned me.

Fixed mount eliminates any and all maintenance or safety issues and requires zero maintenance if properly torqued and frame mount bolts have Loctite applied. I swear, I could put a strap through the fixed mount and hang the bike from it like a deer carcass being bled out.
