Anybody come across a half helmet that doesn't make a ton of noise because of wind at highway speed? I would like to stay DOT compliant.

Not the helmet, it's the wind. \\; \\; I have a windshield and use a half helmet, but still, \\; anything over 60mph \\; \\; (less some days), \\; earplugs go in.
try riding without a helmet and see if the noise is there, I bet it still is. Its not the helmet, its the wind rushing past your earlobes at 60 miles an hour plus. Ever blow across the top of a beer bottle? \\;

For a DOT they fit close to the head and aren't as affected by wind, \\;also reducing butteting.
