I believe it's hygroscopic. The moisture in the water makes the brakfluid more compressible and therefore the pedal feels a little spongy. It happens so slowly that we don't really notice it until we change the fliud. Changing the fluid every couple of years will also give longer life to calipers.

+1. Moisture in the fluid also lowers the boiling point of the fluid. If there's enough moisture it could cause loss of braking due to boiling in a caliper when doing lots of braking such as on a mountain grade. Scares me around here.
I've had an Actron kit for years and it works great. I originally bought it when I was putting all new brakes on a camaro, but it works great on a bike. No fuss no muss and no mess.
PS It also works great as a vacuum tester looking for intake hose leaks or testing a vacuum advance unit.
