As much as that custom paint set costs, I'd be that dealers worst nightmare! Don't back down. Make a nuisance of yourself. Then when it's finally fixed right, find a new dealer.
I don't want to jack this thread, but my two cents - the paint on my 2007 Ultra (stock, not custom) is the worst crap I have ever seen. If you yell at it, it will scratch. Not what you want for a long-distance bike. I'm glad to know their custom stuff is of the same quality. I'll go to my own painter. Good luck, though - I hope they help you out.
It's pretty fair of you to want an answer before you let them take your bike apart. Like many others have said I'd check with another dealer and see what their take on it is. When I had my 06 Eglide I had issues with the HK radio and 3 dealers gave me 3 different answers and solutions to the problem. 1st one told me that they had to send the radio out for repair and that if I wanted the bike I had to pay them to put it together to ride without the radio because that was extra labor. 2nd one told me they'd get me back on the road at no cost, but the radio wouldn't be replaced it would be refurbished. The 3rd dealer said bring it in we've got a replacement radio sitting on the shelf. Moral of the story is every service department is different. I'd talk to another dealer and then let the place you bought it know that they won't be getting anymore business from you.
Thanks to all for your input. Right now the Moco should be evaluating the pics. This will be pretty interesting to see. Even if the final answer is replacement of the tins (as the answer should be) I'll most likely never spend another flippin' dime at the dealership where I purchased the bike after this crap.
Please look at these pictures and give me your opinion on whether Harley-Davidson should honor the warranty for the blemish found in the paint.
You have to click on the thumbnails to get a bigger pic. The arrows in pic point to the blemish. I's a big white spot where the painter missed with the black finish paint.
The paint set is from the Harley-Davidson Custom Color Shop. It is a black base with metallic red flames. (Ghost flames). This paint set was ordered at the same time I purchased my 08 Fatboy. The set was put on the bike by the dealer at purchase.
Not that it matters, but I took delivery on a crappy overcast day when the blemish did not readily pop out at me.
The blemish is about 1/2" at its widest point. But for all practicality, it is 3/8" to the visible eye. It is in a high-visibility area about 5/8" from the tanks bar & shield emblem on the high side of the bike.
The blemish is not easily seen when the bike is parked in the shade. But it really pops out in the sunlight alongside the ghost flames. It appears the dealer thinks it may be okay to have to live with this blemish and have to park my bike in the shade.
I won't get into the on-going fiasco regarding this issue. Let's just say that between the dealer and the moco, I know what major companies should not do in dealing with customers that spend $23,000 on their bikes and purchase their extended warranties.

Hard to tell what you have here. Has your dealer shown you the cosmetic guidline manual?
Years ago, that would have REALLY bothered me. Now,.... not so much! It's not a big problem, but I DO know how ya feel. One thing ya need is a different dealer. This one is NOTever again going too be able to make ya happy. Any way best of luck to ya, and that IS a nice bike !
