The bolts in the primary and the derby/inspection covers are all 1/4-20 threads and several different lengths. BTW my derby cover Torx were overly tight and I stripped one doing the 1st service. I took the outer primary off, put it flat on the bench, taped off the the area around the offending bolt and used a Dremel with a cut off wheel to cut a slot in it, then used a manual impact driver with a flat blade bit and BFH to get it out.

It ought not be. The torque specs for the screws on the derby cover are quite low, we're talking where you can get them there with the torx bit in a screwdriver.
......and the way to get them out is with the first tool a dirtbiker ever buys......a simple impact driver. Doesn't everybody own one of those???? If you work on your own bike and you don't, well, you ought to.
