Get a metal coat hanger and bend a "S" shape in one end, right below your gas cap is the gauges float sending unit, use a flash light and push down on the float with the ignition on. If theres no change then you probably have a short or an open within the wiring from the gauge to the sending unit.
??? stuck float?? bad sender??? I dont think they are very accurate...on mine it reads empty when i still have 2 1/2 gals left...stealer said that just the way it is.....???? So, i always try to rely on the mileage... sorry i cant help ya....

You can bend the float rod to adjust for the correct gauge reading.

I believe so, thats how my Low Rider is, I would think they would all be the same.
Never had a Harley that had a real accurate gas gauge...I've tinkered with them, but even then, they're hard to get just right...I set the trip odometer when I fill up and go on that...haven't run out of gas once since I first threw a leg over a bike in 1967...
