Well if you mean "up and down" and "twisty" routes, I'd go with topographic maps that show elevation differences as well as all the little roads!
USGS topographic maps are interesting as well as Delorme (sp?) topographic atlas issues (by state). You'll find both on the internet. With topo maps, you can pretty much determine the amount of climbs and drops (and therefore the twistiness) of a route. Do a botanical overlay on the internet versions (Satallite imagery) and you can even get an idea of the tree cover of an area.
