Batter vs 12v HD heated jacket liner

Just wondering if there is a difference in heating capability between the Battery pack operated heated harley jacket liner vs the 12v? Will one heat better than the other? The battery pack operated jacked caught my eye because there wont be any extra draw on my alternator on my sportster.

I've got the HD jacket that plugs into the bike, it's good I can ride in 40f with just a tee shirt under it. When I'm at a light it gets too hot on my arms and shoulders.
