To Zepfan not learn anything at MSF class and over drive on the road skill of the biker is stupidity, not the fault of MSF. Go learn how race flat track with the five year old bikers raceing every week you can learn more about driving around thing and fast thinking. A little dirt on the road and the bike your bike act a little funny but you keep moving. People need skill not a course on how to ride but are going use what they here. At lease reflective stuff they see you it might keep you living.

I bought one from the HD store to meet the military installation requirement. Wore it once and it beat the heck out of me on the side of the face as it flapped around. The Id card holder flew off and I had to retrieve it from a busy intersection. Most of the other reflective vests I have checked out are not made for MC riders as this one obviously was not either. Piece O.S. so don't get that one for riding. Still looking for an acceptable one to meet the military requirement. Looks like a jacket is the way to go.
As you can see from the pic my wife's big on visibility. Personally, I'd rather add something to the bike like she did with the tourpak vest than strap another piece of gear to myself. Or just paint my bike orange or yellow.
I like putting the reflective type patches on my kelvar or light armor jackets. This way I have protection in the clothes that I'm going to use for the rides. I like the black reflective strip on my jacket. Now that I ride on military installation they require better day time color with reflective striping. Have do what they want.

Yep I lost the ID holder off mine HD vest as well, only thing is I had a backup chain safety pinned to the vest. Holder & chain gone but safety pin still attached and closed ???? I don't experience it flapping around but I have tightened the side elastic cord up all the way, maybe you need the next size down.
You see a lot of bikers in High Vis vest over here in the UK so no one looks twice. My partner followed me in her car down the motorway (interstate) last weekend and said that with the high vis vest she could keep track of me even when I was way ahead.
