Cooling Vest?

Cooling Vest?
Bought the Harley cooling vest. U soak it in H2O, put it on under a mesh jacket and it is supposed to keep U cool. Well, I soaked it for 5 minutes and it was saturated. Dripping wet and their was slime of some sort on your hands after handling it. I did not wear it because I would have been soaked and whatever the slime was would be all over me.
Others have similar issues? What to do?

I have the Silver Eagle cooling vests. Didn't have any "slime" problems with it, but if I remember right it said to saok it for 20-30 minutes. Maybe wash it and try it again?
The way those work is like an evaporative cooler. As you ride the water evaporated cooling you down. They do work pretty good.

heres what i did and find a denim vest with lots of pockets
preferrably big inside pockets
then get those blue ice packs at wally world or the similac baby bottle coolers its made of the same sttuff as blue ice
pack these in every vest pocket you got soak a bandana in water tie it on your head
and you get air conditioned for about an hour or so
