I believe it's for a saddle

FWIW it came with a 05 RK , perhaps its for the saddlebags and saddle?

Well, I was thinking a horse saddle.
Maybe he used it for the bags and seat when he cleaned it.

i've seen something like that that was used for putting your saddlebags on so you could do a thorough cleaning on the bike and didn't have to lay the bags on the ground.
