Read this news article this morning from central Florida:
APOPKA -- Another motorcycle was rear-ended by a car around 2:45 a.m. on Plymouth Sorrento Road, near Boch Road, in Apopka.
Troopers said James Hansel, 34, was killed after he slowed down to turn onto Boch Road, when his bike was hit from behind by a car driven by Gary Bates, 40.
Bates wife, Connie Bates, was riding on the motorcycle. She was taken to Orlando Regional Medical Center in critical condition.
No charges were expected to be filed.
OK, I realize the driver's wife was on the bike, but that doesn't make the rider any less dead.
What would you charge him with? There may be charges filed later and I assume that a ticket will be written unless there is circumstances not know to the newspaper or you. Sounds bad, but is it? Keep us posted about developments.
You have a good point. We obviously don't know the circumstances, but it sure sounds bad on the surface: another cage driver walking away, and another biker gone.

This is a very good point that a lot of people don't understand. In a situation such as this, an officer will probably NOT write a citation or make an arrest (unless alcohol or other violation was occurring) to a person that is probably very distraught. At least not at the scene.
But, you can bet that a copy of the fatality traffic report will fall into the hands of the district attorney, who has sole authority to prosecute or not.
