There is a gal rides with the local HD club that carries her dog everywhere she goes (its some medically trained deal but I don't know details) and she has a crate and these crazy things called Doggles for it to wear.

The vet I used for my dogs said that 1 of the largest eye injuries to dogs was to let them stick their head out of a window of a moving vehicle...This would apply here for your dog.

My great uncle had a big old Kawasaki with a fairing and bags back in the late 70's, he threw nothing more than a rug on the tank and his dog rode with him everywhere. I think it was a rat terrier if I remember right. That dog loved to ride, he rode here all the way from phoenix several times as well as about everywhere else in the US. The dog died of old age and so did my uncle, I have no idea how many thousands of miles they rode together.

Throw him on the tank, if he ain't smart enough to stay he don't deserve to ride!
