If she is sitting passenger as you ride then have her put the pup in her jacket with the zipper zipped up almost all the way. this way the head of the pooch can be out of the jacket but the body is snug against her body.
now if she is the rider then I suggest some sort of dog carrier that could be strapped to the luggage rack, they make them.

Borderman, we have pugs too...

I am in the process of building a carrier for the back of my Road King similar to these.

Here's Otis waiting patiently for me to get it finished...

+1 We all know how quickly **** happens in front of us. If your girlfriend is distracted by her dog for a half a second, they could both end up seriously messed up.

Leave the dog home.

I plan on owning a vintage cycle and sidecar one day. And when I do you can bet whatever big dog I own will be riding shotgun.
