Welcome home! From an ole Viet Nam Vet, that could'nt get PTSD, heres hopeing you get it. You can definitely do better on the price, lots of 2002s' and some 2004s' for that price.
Look for what you want at an H-D dealership - lots to look at. You can even rent some models to see if you like the way they handle. THEN get busy looking for the style you like from some poor individual that has one to sell. My 07 Ultra Classic is only worth about $15,000 as a trade-in, but when the dealer puts'em on the line to sell - the price jumps to $20,000 plus!!! I'm sure the same applies to all of'em.
Good luck with the financing. Thank you for your service!!!
I'm sure my son is gonna have the same problem when he gets back from Iraq.
Did you apply for financing at the dealer or elsewhere?? You would have to have perfect credit to get a note for 13k on a '97. It would be way too upside down. You might want to try a dealer and apply for a loan on a brand new '09, usually much easier to finance a new bike (or car for that matter) because the manufacturer needs to move new bikes. I would suggest looking at a dyna superglide, I great place to start your harley ownership at $12,000. If you can scratch together $2400 down Eaglemark would finance you no matter how bad you credit is.
Have you considerd a new bike?
You can get a superglide for around the $13,000 range.
You say you were looking at a 97 heritage for $13K, Im picking up my 2010 heritage on friday and the out the door price was only around $18K
I beleive part of your problem was to old of a bike with to high of a price.
And if Harley will finance you, they will go 84 months on a new bike making the payment a little easier to handle.
Thank you for your service, and welcome to the forum. Evo softails are plentiful, and good, low mileage examples can be had all day long for 10K. You'll find an easier time getting financing when your bike is properly priced. One of my closest friends just bought a 99 heritage springer for 11.5. It had 900 miles and was showroom perfect.
Good luck finding a bike, it's a buyers market so take your time and don't settle for just a good deal, get a great deal.

My son got back from Iraq..and developed ptsd.
His therapy was Word of Warcraft 14 hours a day for a year..could not hold a job..real edgy..
He finally got help through the VA..making good progress..Ptsd is nothing to mess with.
Everyone handles things differently. I wish you the best!
I can't think of a better way to clear your head than to log some miles on an HD.
10 to 20 percent down should get you approved through Eaglemark..HD credit..through the dealer.
Let us know what you end up with!
