First off, thank you for your service and welcome to the forums. As far as the bike you are looking at, it is worth no more than 10K in my opinion. You can get a much later model Heritage 13K. Take your time and shop around for both your bike and financing.

You didn't say who was going to finance you? Did you try a local credit union? It only takes a few dollars to become a member and they have pretty low interest rates.
Poor credit, little money; look at a used Sportster.
And don't let the bag-heads tell you a Sporty is a girlie-bike, etc. I've been on HDs for 36 years: Sportsters, Barges, Sloptails. Sporties are fast, fun, and cheap.
