This is correct but as others have said you must "pump" the handle once or twice to raise it off the safety lock, release the lock bar & slowly turn the lever counter clockwise to lower.

Well, for what it's worth, I've had two bottles go out on my J&S in the past. So, it's not just the cheap ones that break down. Has it been detemined if this was just a case of operator error?
