The safety lock is engaged. Look at the base of the jack handle and there will be a chrome lever that needs to be pulled out and disengaged.
MAKE SURE THE JACK HANDLE IS TURNED ALL THE WAY THE CLOCK-WISE BEFORE DOING IT OR HIS BIKE WILL DROP...

This is correct but as others have said you must "pump" the handle once or twice to raise it off the safety lock, release the lock bar & slowly turn the lever counter clockwise to lower.
