Depends on what State you are in on how hard getting a Duplicate Title will be, assuming it isn't listed in NCIC as stolen. I had a 1976 AMF Sportster and it was a dog. You also didn't say which model it is, but for 800 bucks I'd probably buy it just for old times sake, but I'd have the VIN run through NCIC by the police first.
At 800 it is probably a steal if it runs and drives. You did not say what model or speak of modifications, but at that price you could piece it out and make your money back plus some.
In Kali 77 models require frame/vin match to be properly registered. As mentioned have the vi/frame checked to ensure they are legit. Check your local DMV to find out what is needed for reg.

I'd trade a Twinkie for an AMF Shovel any day of the week. The bike ain't the issue, it's the legality of it all. Check state laws and figure it out. $800 for any Shovel or ironhead is a smoker if it runs and looks even remotely decent. If you get it and don't want it I'll buy it from ya.
+1 on what Shovelhead Jack said. If you don't know anything about older Harleys ask people that do, probably somewhere other than here. By the way its 1000 cc's if its an Ironhead.
if it runs and goes and the vin checks you better buy it or it won't be there in another day or two someone will scrap that up fast. If i was local i would.
$800 for a running ironhead, i'd take it in a heart beat, tell the guy you'll take it as long as the vin coems up clean with your local LEO's, if it comes up clean then buy it and go see the DMV about gettign a title

I'm no expert on the law, but if your buying it from a U-haul storage facility, they would probably have some legal responsibility of assuring it is not stolen before selling it. If they sell it to you and it comes back stolen they would probably have to refund your money.
If that is the case, buy it and even if you can't title it the parts alone should net you a profit.
