Yes it can be adjusted and is easy if you don't have cruise control. If you're not familiar, you should take it to a shop, they may not even charge you.
There's small black star looking screw under your throttle between your throttle and idle cables. Its your throttle adjust screw, just tighten it up some till it's not so sloppy, but not to tight it will lock your throttle.

Whoa..you're talking something different, that's the throttle hold. He wants to take up the slack in his cables. You want to be careful what you tell someone to do. Go back and read his post. If I'm wrong I'm sorry.
Every Harley i've seen new has about a that much play in the throttle and has nothing to do with the cable tension. i adjusted my throttle lock just a bit to get the play down. Now if it's a throttle problem then remove the rubber boot on the cables and tighten them up. But either way the play you have will not cause any major problems on your ride.
Yes Dr Vtwin is right did mine once and just did it agian yesterday when i had everything apart on the bike and put new grips on. There are two cables one will set your gap the 1/2 inch your talking about and the other will be the return you need to set your gap and then set your wip back. No matter where you put the handle bars you should be able to go full throttle and it should wip or snap back to zero throttle position.
The plastic star under the throttle is the old school to lock the throttle on carbed bikes while it was warming up and some use it for a modified cruise control which is not recommended. Not saying i haven't done it but diffinitly be carefull with it.

junk..the star screw your talking about is not for adjusting the end play. That screw is a drag adjustment used to hold your speed when releasing your hand from the grip. i always run mine completely off.

The end play has a lot to do with the throttle cables. To much play is annoying to say the least. There are two cables and both should be adjusted properly. One is a return cable which enables you shut the throttle off in the event the spring brakes. Hope this helps. jmo
