MEK (methyl ethyl ketone) will take it off. DO NOT use it on hot pipes! Basically, soak a rag in MEK & lay it on the pipe for 5 or 10. Try to wipe it off. If it doesn't come off, go again. It might take some time, but it WILL take it off!
ETA: Try it on the bottom first. MEK's serious **** & I wouldn't want to see you damage your coating!

Funny, I used use MEK every day when I worked doing screenprinting. Osha used to make us take special training just for it.....didn't know they even sold it over the counter.

I'm pretty sure you can only get it at aviation supply places these days...Didn't think of that when I posted, I pretty much live in aircraft alley.
Since the black is a high temp coating, I'd just carefully use a propane torch flame to incinerate the nylon to ash. Should brush right off then.

mr xr is right I use to have the same problem when my dauther was small always something burned on the pipe when she rode with me. Just do get crazy work slow and easy. A brass wire brush and light press brush stroke.
