To the OP - your getting a little wrapped around the axle on this. No one and I mean no one gives a flying f*ck what your air cleaner is in NJ. Period.
I've lived here my whole life and have taken down more miles than I can count with no turnsignals, no horn, no inspection stickers, aftermarket tail lights, chopped frames, drag pipes, etc.. Granted my 'Glide is not like that now, but both my sporty and FXR were like that for 17 years of riding in NJ and the NYC metro area.
The only way you will be hasseled is if you ride like a dick and bring unwanted attention to yourself or you decide that your going to hang out in places with faces that tend to draw the attention of law enforement... It is just common sense. And in either case, if you decide to do the former items mentioned, you'll have more to worry about than your air cleaner.
Jersey is far from perfect, and yeah the ccw thing pisses me off, but legally purchasing and owning firearms is not impossible at all. Just picked up a rockin' Remington 870 tactical shotgun last week with no hassles. Handguns, sure there is more paperwork, but it is still not that tough if your legal to begin with... Jersey is America and not everyone is a soprano or a jersey shore quido, there are still lots of local boys camping, riding, shooting and offroading, we just blend in real well and don't bring attention to ourselves...

Bolt the thing on and go ride.
