For me it's the duration of the ride that determines the amount and specifity of the clothing. A 20 minute ride to work doesn't require nearly the amount of protection as all day riding. I used to ride down to 38 degrees for an hours ride to work. I found I could dress lighter because the by time I got cold, I'd be at work. For all day rides at highway speeds I suggest heated gloves as part of your cold weather optoins.
As I get older my hands get awfully cold. This year I invested in heated gloves. Other than that winter boots w/Thinsulate, neoprene face mask and lots of layers.
I have found that ski clothing works really well for cold weather rides. I like to ski in really cold conditions and i,m never cold .Yes i know the physical activity helps but the gear can,t be beat for wind breaking and weight.

I wear Balaclava, Long Sleeve T, Heated Jacket & Leather Jacket, Thermal long Underwear & Leather pants & Regular boots. Insulated Gloves. The heated vest, has an on/off switch, as I will sometimes get too warm. Very Functional & good for variety of temperatures.
I just did a ride to Lake George this weekend (around 225 miles). Early this morning was in the low 30s. I had on several layers up top (t-shirt, normal shirt, ski sweater, leather jacket) and was warm. On my legs, I had jeans and thermal underwear (red hot chilis - made for skiing). I could have used chaps though, to block the wind on my legs. Also had normal socks + ski socks in the boots (slightly oversized boot to accomodate the extra layers).
I had a good pair of gauntlet gloves that had a special wind blocking material. The wind is everything -if you block it, you stay warm.
Finally, I had a great "dickie" neck warmer. That kept my neck/chin warm, and stopped the air flow into the helmet.
Overall I was very comfortable. Most of our ride was in the 40s, and it was fine.
I have friends who swear by the electric clothing, but I actually don't think I need that yet.
