I screwed around with a kehien cv on my 91 for years.same problem .
overflowed whenever it wanted to.
cleaned/replaced needle several times..
adjusted the tang on the float to the point of not opening enough to run..
still flooded out of the overflow tube..(when it decided to).
guess what ? you cannot get a new needle seat for that carb,,
only way is a new carb body..$$$$ the carb kit does not have one in it ..just the needle,gaskets,and accerator parts)
I had thought about drilling out the needle seat and tapping it to accept another "screw in seat..
gave that up when I found a later model CV off a twin-cam ..
they upgraded the float bowl (bigger/deeper), and did away with the overflow tube..
zero problems since ..also now get 50+ mpg out of my 1200( was 40 or so with the leaking carb)
highy reccomend you shop around and find a used later model CV ..

If you have the manual for your bike it shows you how to adjust the float angle, you definitely have a stuck float. One source could be trash in your gas getting into the carb and fkng things up. You can examine the float bowl for trash when you get it off the bike. If you don't have a manual then buy one. If you do have a trash problem a Pingel in-line filter will fix it. I had the same problem with my Fatboy, stuck float plus some kind of gritty **** in the gas, looked like rusty sand.
In addition to the float and valve check for any bits of cork, plastic, rubber, rust or varnish. It doesn't take much to mess it up. If any of these are present find the source.
Check inside the gas tank, gas cap, fuel line and also replace the filter.
+1 If cleaning it the first time fixed it, I would be looking for something getting in between the needle and seat causing it to flood.
I had a 97 Sportster with a fuel overflow problem, turned out to be the accelerater pump diaphram had pin holes in it. I replaced that and problem solved.
If the gas cap wasn't venting ,it wouldn't be flowing at all.
on my softail my caps were not venting. the heat caused the gas to expand and build pressure in the tank, then forced the gas out of the overflow tube!!! if opent the cap it would hiss releve pressure and the leak would stop!! problem solved with new caps! or riding with the caps a bit loose!!lol!!
