On my 2009 Ultra the cats were in the slip ons. On 2009 models the California, CVO, and international bikes had the cats in the headers. For 2010 im sure all models had them moved to the headers as people were just changing out the slip ons which a lot of people do on their Harleys anyway. My buddies 2010 streetglide had them in the headers.
I think the best way to tell is where the oz sensors are at. Mine were near the exhaust ports and my buddies were down near the end of the headers somewhat around where the two header pipes come together.
Not sure about the cats but the slip ons I pulled off my bike, you could not hold them to light and see through them. The KlockWerks(awesome pipes) I installed looked like you could drop a golf ball through them.
My buddy replaced his headers with Vance and Hines to get rid of the cats and is very pleased.
