Looking at a used speedo/tach on ebay. HD #74549-04. Dealer says the mileage cannot be reset except on a new one. Of course we always get accurate info from them. Is this BS or what?

there's a lot of legalities tied to that. not sure on the answer

If the used one has less mileage than yours, why worry about it?

I believe that there is a way to do it when you buy a new one to set it up to the miles on your bike not sure about a used one.

I believe he is telling the truth:
It is a violation of Federal law to alter the odometer mileage
reading of a motor vehicle without proper documentation of
the change. Please read the following section before performing
this installation.
U.S. Department of Transportation
National Highway

A person may service, repair, or
replace an odometer of a motor vehicle if the mileage
registered by the odometer remains the same as before
the service, repair, or replacement. If the mileage
cannot remain the same —
(1) the person shall adjust the odometer to read zero;
and
(2) the owner of the vehicle or agent of the owner shall
attach a written notice to the left door frame of the
vehicle specifying the mileage before the service,
repair, or replacement and the date of the service,
repair, or replacement.
(b) Removing or altering notice. A person may not, with
intent to defraud, remove or alter a notice attached to a
motor vehicle as required by this section.

The used ones I've seen have the mileage listed which I assume means it can't be changed. Harley's website asks the mileage to be inserted on a new one before shipping.

per the dealer where I use to live, verified by another dealer in another state my friend works at.... Mileage can be adjusted UP ONLY for a fee. So if you buy one with less miles, they will adjust it up for your bike.If you buy one with more, wait till you hit that mileage before swapping or just swap it in and to hell with the miles.

When you buy a "new" speedometer from HD, you have to give them the mileage you want on it. It then ships from HD with that mileage.
The dealer can't change it.

Went through that process when I bought a digital speedometer for my Fat Bob.

Some kid with a laptop and the right doggle can change it hardware wise it's digital isn't it ? Only the big scary law prevents anyone from doing it .
