What's the difference between a cruiser (such as a fat bob) & a touring (such as a road king)? Is it just accessories that are the main difference? Would a fat bob with the same highway accessories feel essentially the same as a RK over 40mph?

No;a touring bike like a RoadKing has a different frame,suspension,front end,drivetrain,wheels and tranny ratio than a Dyna (Fatbob) A RoadKing at speed will feel heavier & more solid,and the ride will be more cushy,but in turns & curves, the Fatbob will handle better & react quicker.
Might want to think about something like a Heritage. Cruiser looks, but still heavy & stable enough for touring comfortably.

That's what drew me to the Heritage. It has a low seat height and is easier to handle for someone that's not real tall. The tradeoff is that it is not quite as smooth at highway speeds as a tourer. Still, you can tour comfortably on a Heritage, with just a little more vibration on your feet.
