They are to let the yuppie bikers know when to put their feet down and start duck walking...When they stop hitting your arms that means put your feet down...

They are get back whips...the different color combos usually identify the MC colors that the rider belongs to...but love all the other answers...

I thought it was a leash for their dog collars their Ole Ladies make them wear. And were required to keep them near by when riding bikes
