I am a small guy (no padding) and get cold fairly quick, so once below 60, I must dress differently.You can drop a pile on heated gear, full leathers, but that can get real pricey.
Layering is the key for me. I layer UA fitted all-season gear over UA compression cold gear (size up on compression), my under clothes body armor, then a bad *** Gore Windstopper Hoody.
Gore Windstopper is the way to go, like a brick wall...

+1 on Gore Windstopper. That ****'s amazing. No bulk. No wind through at all.
On top I was wearing a Tshirt, a quality woollen pullover and my leather jacket. The jacket for me is the key. It is quilt lined, (therefore adds another layer i guess), REALLY good quality leather and NOTHING gets through it as it was made properly in the UK and not off some cruddy asian production line.
Lower half was woolen thermals and a good quality pair of leather jeans. My fingers and toes are usually toasty cause i stuff though warmer packets in my gloves and boots. The same sort skiers use. Didnt this morning cause I ran out of them.

They insulate but more importantly block the wind. Last week I rode out in 29 Degrees and had a great ride. With the underliners my Gauntlet gloves did a great job. A little chill in the hands but not bad for an hour and half at mostly highway speeds in those temps. As for the legs I had their long Jons on under jeans and no chaps and none needed. They did the Job. I also wore their top with a North Face fleece and my Lost Worlds Leather. No wind came through and I actually got too hot.
Expensive yes, but the signgle best cold weather gear I have ever owned.
