The best protection for the face and neck is a good old woolen belaclava. Doesn't have to be wool. The thing is, once you cover your mouth and nose you'll find you cant breath properly and all the moisture from your breath will make the back of what ever is over your face soaking wet, the air will leak through the top and fog your goggles.
So a face mask must have proper breathing holes for mouth and nose.
Also, someting like neoprene isn't so great. If there is even a small 1/4" crack somewhere around the edge you'll get frost bite there. Thats why a belaclave works well, covers everything and has openings to breath.
