I'm looking at swapping out my stock 32t tranny pulley for a 30t on my 07 Road King Classic. Now here is the problem, by doing this it will throw my speedometer off about 5 mph, but my bike is already 5 mph off. That will
mean my speedometer will show me that I'm doing 80 mph when I am only
going 70 mph. Can a dealer ship adjust the speedometer to match the bike?

I have an '07 RKC & I feel the gearing is a little too tall for my use, but my SM told me that HD doesn't make a different size sprocket for front or rear. Are you going aftermarket? Also, what about the belt? I'm thinking it may then have too much play to adjust properly.

There is a 30t front pulley that HD makes for the trike('10 or '11) that some are putting on(07 and up with the 6 speed) and I have the 68t rear pulley that was made for the Japanese sportster on my 08 and that should also fit your 07. Some are also doing both. My 68 swap needed no belt change, the 30t will need a shorter belt, using both at the same time should not need a belt swap. All the part #'s and info are on this forum as thats where I found it.

Yep. You'll have to go aftermarket to get a different size primary drive gear. I know Baker makes one cause that's what's on my bike. When we went from the 32 to a 30 tooth primary drive gear on my bike, we went from the stock 135 tooth Softail belt (1-1/8" wide) to the stock 133 tooth Dyna belt of the same years ('00-06).
Make sure you verify this but your '07 RKC should use a 1" - 137 tooth belt. For your bike, there's only a couple of options for a shorter belt that I know of (assuming you go from a 32T to 30T primary drive gear). The 136 tooth belt (1" wide) used on the '07-11 Sportsters (which still may have too much slack) or the 133 tooth belt (1" wide) used on the '07-11 Softails (which may be too short).

I don't know about the SERT but a lot of tuners will let you calibrate the speedo with their software. Maybe someone here knows. Also remember that if the speedo is off your odometer won't be accurate, either.
