Avoid this eBayer.....
This type of seller is the main reason I don't do EBAY. They have a positive feedback rating of 99.6. Yet they are full of negative remarks. EBAY makes very little if any attempts to make a rating system that is usable. Feed back should be just that. They should not be able to leave Negative feedback on a buyer just because the buyer has a legit complaint.
It's getting harder and harder to find deals on ebay, and easier and easier to get ripped off. I sold some high-end wood planes (Lie Nielsen) and got more for them on eBay than you could go right to Lie Nielsen's web site and buy 'em for new. Go Figure! Good news is you can sell crap on there nowdays for way more than it's really worth - and people are happy to get it !?!
Usually a little web searchin' for something will result than better prices than ebay - especially on new stuff. Ebay's still cool for finding used/collectable stuff that you'd search high & low for locally. I got a smokin' deal ($670 shipped) on HD custom shop tins for my bike on ebay and that was just about 6 mos. ago.

Feedback is to rate the whole transaction. Therefore it can not be given until the whole process is complete.
If the seller leaves it once the buyer pays then the remainder of the process can not be evalutated. The seller does not know if the buyer is going to attempt to get a partial refund based on a bogus complaint or if the buyer will attempt to return a like but damaged item for a refund. The seller can not realisitically leave feedback until they know the buyer has received the item and is satisfied. Or until any issues that may arise are fully resolved.
I buy and sell items on eBay. I do not buy and sell feedback.
Anytime a buyer receives an item that is damaged or not as described they should:
1. Contact seller to reach a mutually agreeable solution
2. File appropriate claim with eBay or PayPal.
3. File credit card chargeback if needed
Feedback is the last thing to be thinking of. You need to either have your money refunded after returning the item or a replacement item.
And you need to be aware of the policies in place at eBay / PayPal so that you follow them.
One statement you see in a listing all too often is "Not responsible if lost or damaged". That is completely untrue. The seller is responsilbe for getting your item to you in the condition stated in the listing. Insurance is for the protection of the seller and if you paid with PayPal or a credit card you will have an easier time of getting a complete refund as long as you follow the policies in place.

Maybe I should follow through with Paypal and see about getting a refund. That might be the only language this guy talks.
I have only sold a couple things - I have left feedback as soon as I was paid.
Maybe I was being Naive. But, I figured the buyer fulfilled his part now I will fulfill my part by shipping the item in a well packaged timely manner.

I do appreciate seeing things from the sellers angle - I know some people will complain if it was delivered on a silver platter.
