I would have to say that the girl driving the silver avenger who wasn't paying attention and rear ended the first car was at fault.. following to close and not paying attention was the cause.
Sad. Sounds like the lead bike may have had a headlight modulator. Always wondered if those might confuse some people.

Praying for all involved. The silver car has the responcibility to slow and avoid the vehicle infront of her, The mod light didnt effect her not seeing the old man stopped. Would you blame a emergency vehicle?

not a big fan of those modulating lights myself.. i find them annoying and unnecessary... they actually are distracting and draw attention away from the picture as a whole. even worse when one is rite behind you.

I didn't say he was "at fault". But he certainly contributed to the accident by reacting improperly to what he thought was police.
This gentleman apparently stopped, and stayed stopped, long enough for another car to come along and slam into him.
You're talking about a situation where you slam on your brakes, and a tailgater (who is following too close) hits you. Now if they weren't tailgating, and you stopped in the middle of the road, and stayed stopped in the middle of the road, you're certainly at least partially to blame. The girl in the silver car will be found "at fault", most likely for inattentive driving.

I don't understand the need for the flashing lights. Every motorcyclist that I have ridden with has head lights on.
They say it's to make the bike more noticeable now that cars have daytime running lights. I hate them.

The article said he slowed, didn't say he stopped. Regardless of his speed, if she was doing what she was supposed to be doing (driving and paying attention) she would have realized she was coming up on him and matched his actions. Her fault no matter what he did.
