You're not supposed to be looking down at your tank when the bike is moving. That's fixation.
I wasd just thinking that was Harleys way of saying watch where you are going but on a serious note it has to do with your clutch swith. The bike compares RPM and speed when the clutch is engaged. If your light is lighting while you are downshifting and coasting then your bile thinks the clutch is engaged. If you notice your bike will not indicate a gear when the clutch is disengaged.
As stated, there is no 6th gear switch. The computer compares stated speed with a know rpm that would indicate that you are in 6th gear. If by feathering the clutch you happen to match the rpm with the correct speed the light will illuminate. Chances are that the match will not occur for long and the light simply goes out. The only switch in the trans is for the neutral indicator.
I have also noticed mine will flash other gears in the indicator on the consol as well. I guess it is matching rpm and speed in those situations. This has all occured to me while coming ta a stop and going down through the gears. I guess it's also nothing to worry about. I surprised the techs at Harley could not answer these questions though?
I think the 6th gear light is constantly on until you look at it when you are in any gear besides 6th and then stays on constant when you are in 6th and lets you see it. It's part of that phenom including a falling tree not making any noise in the forest when nobody is around to hear it.

As someone said, I wonder why the technician at the dealer didn't know this when I brought it up? Ah well, at least I know now.
