ok here is a very noob question..but I was wondering if there was a website or something that would tell/show where parts are on a bike. So that i know what im shopping for when im looking for parts. For an example the inspection cover.
Harley's web site has a complete list of parts and accessories for every year and model. If you mean a complete schematic of say the engine or transmission, I would say you might be able to find it on the web. I have seen them.

I relize that but ya a schematic type so that i know what/where the actual piece goes. Like i have no idea where the inspection cover goes all i see are pics of the cover itself not of where it fastens to the bike
Do yourself a favor....Spend some Bucks on a HD service manual, and a HD parts manual. Those are well worth having. You may even be able to find them "used" on the Forums, or Ebay.
+1 on Ronnies. THE best site and they're quick to answer any questions you have. (that's where I found out that the swingarms are the same on the 07 softails (including Fatboy and Heritage).
