You can't - ICBC aka Insurance Corp. of British Columbia is the govt run insurance and the plating process is all lumped into one package.
I just sold a Softail to a Canadian neighbor. He cant get the bike across the border and has to store it here in the states. The compliance sticker went south somewhere. Where should I direct him in Canada to help ?
The bike is 100% legit, just no sticker. He's going out of his mind.

No sticker - if it is still in the US it would be kind for you to go to either the purchasing dealer or HD and request a Letter of Compliance.
This will be required for the RIV inspection at Canadian Tire.

The Canadian may need to get a Washington title on the motorcycle and a "trip ticket". As well he can get a rider of insurance from any insurance dealer here in BC.
RIV has a great website , and I hope it can get sorted.
He will have to pay GST at the border, and PST after the RIV inspection when he registers the motorcycle.
Deeley wants a $50 fee for the letter. Claire at Deeley Canada is the importation export. Deeley wants its pound of flesh and will give you the runaround and delay the sticker replacement (letter of compliance) for 15-20 days.
Hey dude i am in the same boat the guy removed the SOC but left the little piece that has the manufacture date.Did you have to go through deely and i read that they said you have to have it registered but how can do that without the final riv inspection?Wtf would he remove it i didnt even enter my mind to ask that question before i bought.This is a nightmare
