Life is short. Look at these kinds of things as opportunities, not problems. Since the tensioners are bad and you need to do some work on it, use this as an opportunity/excuse to get a nice set of gear drive cams. I love any excuse to do little upgrades.

Regardless, if I was you... I'd just replace 'em and ride!

Did you ask him if he knew they were bad or thought they were good? Who decided they are bad now? Some qualified person or someone making money to replace them. If they are really bad you do not need to ask. You can hear it. However if they have 5K left on them they are not bad since some people may not put 5K on a bike in 3 years. All judgement. If you fill wronged, you ask wrong person if they were bad.

I suppose you could ask the seller to help chip in on the replacement parts, but ultimately it's your responsibility as a buyer to have identified any problems before the sale. Used vehicles are generally sold as is, where is without warranty.
If it were me, I'd just get a manual, the replacement parts and fix it, no big deal.

Should have had it put in writing you wanted a bike that would never break down.

Blame myself for being too cheap to have a pro do a pre-purchase inspection.

First I'd learn a lesson that people will lie to Ya.

then I'd fix the bike before it explodes.

Third I would be telling eveybody about the dumb mistake I made.
