Border guards do not care about such things, it's not in their mandate, they are border officials, not traffic cops.
Now once you get across the popo do have it in their mandate to care, and they do. You get caught with a joke helmet you will be parked until you get a real one, and pay the fine off as well.

I have crossed the border a couple of times on a bike. My helmet was never an issue at all. I agree with the quoted post. You could easily run afoul of the local police in Canada, and there are a lot more of them than there are border control agents.
A couple years ago I went up thru Macinac Island(sp?) . then across and down past Niagara .Nice ride. No problems of any kind . Had on my elcheapo non DOT . I was a bit surprised by the 3rd worldly look to a lot of the rural areas . Not exactly booming . The bigger cities were though . Looked very affluent for big cities . had fun, nice ride .
