There are gazillions of bikes that are already in California and already meet the requirements. Additionally you can't import a bike with less than 7500 miles, anyway.

When I was shopping for my last bike I had the naive notion that I could buy a bike anywhere and fly out and drive it back. No, no, no. But I learned about these crappy laws, came to my senses and wised up. Found what I wanted about 30 minutes away; no big hassles. Had a friend drop me off and I rode it home.

I bought an out-of-CA bike and brought it in. Nothing matters but 7.5k miles. The cleanest 49-state bike with 7k miles. Ant be registered no matter what. A super-modified EPA-killer with 8k can be registered in a few minutes as long as the VIN matches your paper work.
