Which is best for looks, and endurance?
Chrome,polished or powdercoated?

Looks = Chrome
Endurance = Powder coated

To go along with this question, approximately how long does it take to swap lowers on a deluxe?

It is. Chrome is more durable. And swapping lower legs is a few hour job at best. If you have the tools and know what your doing. First time may take longer but it's not rocket science. You can do it with patience and a manual.

One tool that makes life easy. And is worth the 25 bucks is the fork seal tool. eBay.
