Not too many states have lemon laws on scoot, but even if you did have, I think you would not have followed proper policy to invoke it, within the time aloud. Sorry about your troubles. Really! I hope they get it worked out before you blow a gasket.
I'm kinda w Soft 02' on this. Their are idle problems associated with cracking or slipped fuel lines in the tank. I might be experiencing that one myself. When it occurs to me, I hear what sounds like sucking, or vacuum leak when idling. And it will stall with a half + gallon of fuel still in the tank.
Good luck, and hoping one of our suggestions can be of help.
Sorry to hear about your troubles.
Maybe time for a new stealer. Any good tech. should have looked at the IAC and the TPS right off the bat. Along with looking it to the tank components.
And they called you a liar. Because no codes !!!!
Just a thought **** they pulled the engine Correct??? maybe some dim wit at the dealer screwed up [ dirty, loose ] electrical connection.
Best of luck

Now there's a possibility. My mother had to get her Mercury Topaz' top end rebuilt once. The car ran rough, but it ran, so she ignored it.
Fast forward about a year. They gave me the car so that I could commute to college since my clunker broke down and was going to cost a bunch to fix. I took it back to the shop for them to have a look. The mechanic had not hooked up the manifold pressure sensor.
When I pointed out that nobody had worked on the car since the last repair, that it must have been their mechanic that had left it that way. The Service Manager didn't care. He said that it was a $75 for the diagnostic charge and one hour of labor.
I did the only thing I could do. I paid the charge to get the car, and never took the car back to them ever again.

TPS sensor doesnt usually throw a code. Ive changed 5 of them and never threw a code. OP fwiw your symptoms dont fit TPS failure though. Sensors dont always throw a code. Takes a good mech to figure this out.
There is a small hole in the throttle bore at 12 o'clock, spray a efi safe cleaner in that hole, cycle the ignition on/off a few times. There may be some oil vapor build up inthere gumming up up the IAC metering valve. Also some EFI bikes have managed to rub a hole in the fuel hose from the pump to the injectors causing an intermittent flow of fuel to the injectors. Replace that hose. Has the dealer even approached these fixes?
