I think the answer they are looking for is "this wouldn't happen to me because I do regular maintenance on my bike and if the handle bars were loose, I'd tighten them down before they became the death of me."
I be wondering which one of my new brothers I pissed off enough to take the bolts out of my handlebars. Then I'd just steer with my triple trees and coast to a stop
Why are they asking these questions? Do you have to 'pass' to be able to ride with them?
As far as the answer to the question, I don't think anyone can honestly answer what they would do unless it has actually happened to them. I don't think experience has anything to do with it. Who has experience riding a bike without handelbars attached? Most people would panic, IMO. It's easy to try to sort through the problem behind the computer. But in real time on the highway when you have a second or two to react and your instincts for self preservation kick in, it's another story.

"for the record it was tight but with not near enough thread and that much bar/controls/stuff hanging off the end it came loose quickly... it was the only bolt i had.. lol... tonight it will have the new bolt installed, with a good dose of red loctite.. loctite or neverseize is necessary for this install. i am using stainless bolts into a aluminum riser so it needs something to keep corosion at bay... i was just cruising around town when it happened, and was pulling in to our pizza hut when it came loose... it actually came off on the way to my house from the pizza place (2mi away) it wasn't a big issue. i just held it in place while i road...lol... "

My first thought was: "Deploy the emergency chute." Then I came to my senses, realized they probably meant if this would happen on a street bike, not a dragster. Next thought was to use the triple tree or down tubes (depending on which bike I'm on), and use rear brake to slow to a stop. Then use a crowbar to get the attention of the last person who touched my bike.
