2012 Road King, I ride all year round. My HD speedometer/tech. just a year old have a film build up on the inside. My guess is it's from moisture. Has anyone else heard or have a problem?
It's pretty common. Some have tried and using different methods to get some air to circulate inside the speedo. I've had that problem with enough bikes I'm to the point where I just ignore. If I tried to fix mine I would probably end up trashing the whole thing.
stuff a few handfuls of uncooked rice inside the toe of a thin sock or ladies hose. lay it on the glass overnight. may take several times but its worked for me.
I had that issue after being caught in a massive rainstorm last year. Luckily it was hot & humid enough this summer that it evaporated & never was a problem again.

Mine has always done it. The is a small vent hole on the under side. Bike has caught many downpours and set out in in many a nights since I use to use it for work. Always set it out in the sun as soon as possible and it will do it for a few day. Mine has a streak on the underside down at the bottom. Bet if you use a lot of cleaners on a bike and it gets steamed with them the will cloud it after a while. I seldom use anything. You would think Harley would seal it and put a removable cap with silicon gel in it as expensive as Harleys are.

The moisture is inside the gauge. The rice would have to be inside the gauge also to do any good. IF it did actually work, it was the sock insulating the outside of the gauge glass which allowed the moisture to dissipate off of the glass because there was no longer any temperature difference on the outer surface of the glass. You see, it's actually the temperature difference between inner and outer surfaces which makes the moisture accumulate on the inside of the glass, just like a cold drink on a warm day. Inside the gauge gets warmer because of the limited air movement. Air moving over the outer surface, no matter how slight, causes it to cool better. Moisture forms on the warmer surface.

I had a problem with my old Fatbob's speedo fogging up. I taped a desicant pack made for a gunsafe to the underside of the console and it fixed it. It's only a temp fix since the pack needs to be replaced when it gets soaked and the gauge starts fogging up again.
