Fuel Tank liner issues??!!

Fuel Tank liner issues??!!
I'm a newbie to this forum and would like to say Hi to all!
I opened up the fuel tank on my 2004 Electra Glide Classic this week to replace the fuel filter, and found the liner was bubbling up and peeling off inside the tank.
A friend of mine had the same issue last year on his 2004 SE Electra Glide.
Is this an issue with all Harley fuel tanks from Harley using cheap liner products, are others seeing the same problem, is it just a 2004 model year issue, or could the ethanol in gas be the culprit??
I am having to have the tank boiled out to remove the old liner material, and a new liner installed. Boiling the old liner out will take the paint off the outside of the tank, so it will have to be re-painted!
I would like to hear from anyone else who has seen this problem.
