I bought a 2012 fatboy lo in August. traded for a SG in December. but all i changed on mine was the slip-ons. went with the V&H Slash cut slip-ons. mine never got below 36mpg. got as high as 44mpg on one trip. easily averaged 40 for everyday driving. but my commute does include 9 miles of highway into town.
Not for sure why yours is getting so low of a mpg unless you are having lots of fun twisting the throttle. which i would understand.
by the way, most of the numbers i gave above were 2 up riding. especially the road trips.
