it is actually cooler to wear a mesh jacket over your tshirt.. wet down your t shirt and put your jacket over it. it won't dry out as quick as if you wore just your t shirt...dehydration is a bitch, and when you notice that you have symptoms, its too late.
That's what I do on summer road trips -- so far, it's worked for me. I've never went down from heat, but had a friend almost crash last year due to dehydration. Fortunately others noticed her slowing/wobbling and got her off the road, called 911.
