a certification fee also known as a doc fee. as in documentation fee. its another way for a dealer to screw you out of more money and it is legal in most states. dealers refer it as "found money".....like they just found it on the floor. i dont buy form anyone that as such a fee.

just incase you, dont understand i can put it in laymans terms: its money you must pay them to do the paperwork, on the car your buying from them, which they cant sell to you without doing the paperwork!! hows that!!
