I went down to my dealer yesterday (Harley that is..) as I had noticed thatthe paint on the front fender had been scraped rightdown to the metalnext to the right fork.
I thought that the brake line may have kinked at some time and got caught between fork and fender which had caused the damage.
While having a coffee I asked one of the salesmen to have a look at it,thinking... this is going tocost!!!
However he looked at it , got the mechanic to look at it who said "fender was slightly out of alignment which was scraping down on to the fender".
Result? New fender on order, waiting to be painted then fitted free of charge. YeeeHaaa

Had the same thing happen to my bike as the fender and brake line were rubbing. Mine is a 2006 FLSTI . My dealer replaced the fender and brake line free of charge. So far I have been very happy with my dealer, and I only have one dealer in my small town so it could be much worse.
