Wouldn't stand up in court. All each rider has to say is 'I didn't know anyone else was gonna ride on that road at the same time as me'...

Ignorance OF THE LAW is no defence. Being guilty of a crime only because other people happen to be in your vicinity isn't justifiable. And having no intent or belief that you were likely to break such a law seems to me to not only be the only possible defence, but ought to be a very strong one given the nature of the "crime".
